What is Portugal Alojamento Local (AL)?

Updated 2026-05-28

Alojamento Local (AL), which translates to "Local Lodging," is the mandatory registration and licensing system for all properties offered for short-term rental to tourists in Portugal. This legal framework was established to regulate the growing vacation rental market, ensuring properties meet specific safety, hygiene, and legal standards.

Obtaining an AL license involves registering the property with the relevant municipal council (Câmara Municipal), and the resulting registration number must be displayed in all advertising and listings for the property.

How it works

To operate a short-term rental legally in Portugal, a property owner or manager must first register their property as an Alojamento Local. This is done by submitting an online application (mera comunicação prévia) via the Balcão Único Eletrónico portal.

The application includes details about the property, the owner, and a declaration that the property complies with all necessary legal requirements, such as fire safety, sanitation, and capacity limits. Once the registration is complete and accepted, a unique registration number is issued, which must be prominently displayed on all online listing platforms and other marketing materials.

Failure to comply can result in significant fines and the suspension of rental activity.

Why it matters

The AL regime is crucial for legal compliance and consumer trust in the Portuguese vacation rental market. For hosts, having an AL license is a non-negotiable legal requirement, and operating without one can lead to severe penalties.

For guests, the AL number provides assurance that the property meets government-mandated standards for safety and quality. This system legitimizes the short-term rental industry, enabling municipalities to monitor and manage tourism's impact on local housing and communities.

It also allows for more effective data collection and taxation, contributing to local infrastructure and services.

Examples

  • A property owner in Lisbon wants to list her spare apartment on Airbnb. Before publishing the listing, she must register it as an Alojamento Local online, receive her unique AL number, and include this number in her Airbnb listing details.
  • A property management company managing several villas in the Algarve displays the individual AL registration number for each villa on their direct booking website to demonstrate full legal compliance to potential guests.
  • During a routine inspection, a host in Porto is asked to show proof of their AL registration. Because they completed the process correctly, they can provide the documentation and continue operating without any legal issues.
  • A potential guest is comparing two similar properties in Funchal. They choose the one that clearly displays its Alojamento Local number, as it gives them more confidence in the property's legitimacy and safety standards.

Frequently asked questions

What types of properties fall under the Alojamento Local category?+
The AL regime applies to houses, apartments, and lodging establishments (such as guesthouses) that are offered for temporary, paid accommodation to tourists but do not meet the legal requirements to be classified as traditional tourist resorts.
Is an Alojamento Local license required for the entire country of Portugal?+
Yes, the Alojamento Local registration is a national requirement for operating short-term rentals anywhere in mainland Portugal, as well as in the Azores and Madeira archipelagos. However, specific local regulations and restrictions, such as moratoriums on new licenses, may also apply in certain high-density areas.
What happens if I rent out my property in Portugal without an AL license?+
Operating a short-term rental without a valid AL license is illegal and can lead to significant fines imposed by the Portuguese Food and Economic Safety Authority (ASAE). Your listings may also be removed from major booking platforms for non-compliance.
Are there any recent changes to the Alojamento Local laws?+
Yes, the Portuguese government introduced the 'Mais Habitação' (More Housing) program in 2023, which includes significant changes to the AL regime. These changes include a suspension of new AL licenses in most coastal and high-density municipalities and an extraordinary tax on existing AL properties, so it is crucial for hosts to stay updated on these evolving regulations.
